Projects - Haiti

PALIH 2 was signed in November 2006 and was defined in a group effort in which all partners took part. The objective of the project is to combat the spread of HIV-AIDS and other sexually transmitted infections in Haiti, and more particularly in the healthcare department of Artibonite. The aim is to increase the effectiveness of prevention services.

The project will provide structure and support to the fight against STIs/HIV-AIDS at the national level, mainly by assisting the healthcare department, in collaboration with civil society stakeholders, in its efforts to reduce the spread of infection in Artibonite.

PALIH 2 follows the same guiding principles of

PALIH 1. The main focus areas are:

1. STI and HIV prevention in order to reduce transmission

2. Sustainability—through support of the public system

3. Integration of the fight against STI/HIV-AIDS in public facilities

4. Promotion of gender equity and equality

New aspects of PALIH 2 extend the geographical scope of the project to include the entire healthcare Department of Artibonite as well as all the communal healthcare units. Activities include:

1. Helping establish a more structured governance of all health care system facilities (MSPP, DDSA, UCS, CS, CLS)

2. Operational research and a better distribution of the information

3. Setting up services that are adapted to the clientele most at risk of infection

4. Supporting general STI/HIV-AIDS services (healthcare and prevention) by providing

technical and financial support to the initiatives of NGOs and other associations

5. Advising large-scale DSA projects as well as other projects initiated by the Canadian cooperation in Haiti, to integrate the fight against STIs/HIV-AIDS in their programs

6. Developing a management, coordination and concertation strategy that would promote a guidance and local ownership and appropriation of project results

7. Integrating two transverse strategies: i) gender equity and equality and ii) environment and health

In the transfer from Phase 1 to Phase 2, all activities were maintained with the health are facilities as well as with NGOs. Since the project was launched, a departmental technical committee has been set up and a first joint committee has been planned, validating the project’s implementation plan and the work plan of the first 17 months of operation.
