To implement the 5th strategic component of their
May 2002 National STI/HIV/AIDS Strategic Plan:
“Reinforcement of community responses”, the Nigerian
government, together with the World Bank, decided, after
submitting an invitation to tender, to retain the services
of the CCISD to “support civil society organizations”
(CSOs), a component of the Multisectoral HIV/AIDS Program’s
support project.
This three-year project (November 15 2004 – November 14
2007), which falls under the inter-sectoral coordination for
AIDS, will focus CCISD interventions in the Niamey, Tahoua,
Tillaberi, and Dosso regions.
To promote contractual partnerships (small-scale projects),
in a transitional phase from standard forms of management to
result-based management, the CCISD has the following
mandate:

To support the empowerment of CSOs and community-based
organizations (CBOs) in implementing STI/HIV/AIDS
projects;To manage and coordinate civil society
Multisectoral HIV/AIDS Program activities, more
specifically:
-
regulate activity objectives and implementation
procedures at the CSO and CBO level;
-
promote the Program and the contractual partnerships
(CSO/CBO subproject agreements);
-
examine the technical aspects and approve submitted
projects according to national procedures and prevalent
conditions;
-
manage the funding and ensure proper procedures are
followed;
-
supervise the implementation of subprojects.

To support the strengthening of CSOs and CBOs, more
specifically:
-
coordinate the identification and the development of
training programs, tools, and support provided to
quality programs and subprojects. Provide key-personnel
with: (1) an understanding of the dynamics of
STI/HIV/AIDS control; (2) an empowering participatory
approach to community involvement; (3) communication,
planning, management, and coordination skills; and (4)
participatory diagnosis and follow-up tools;

provide tools/train key-personnel in adult education,
training sessions leadership, and peer education
techniques. Provide training in organizational capacity
building and the use of step-wise approaches;

facilitate networking and exchanges between supported
CBOs and CSOs, as well as other CBOs and CSOs.

To promote a more consolidated fight against SIT/HIV/AIDS,
more specifically:
-
support a common understanding of the Program and its
anti-STI/HIV/AIDS institutional organization, according
to the definitions of the national Strategic Plan, State
technical services, stakeholders (individuals, groups
and organizations), donors, and field partners;

create a collaborative environment with the other
executing agencies, to enable the sharing of knowledge
and experience;

encourage an open dialogue between executing agencies on
converging inter-regional sub-projects, particularly in
the case of mobile populations.
The CCISD’s work is basically a coaching process,
contributing to the true accountability of those who are
actually leading the fight against this pandemic, and giving
credit to local skills and local resources.
